Development Group Tactical LLC was founded on a simple conviction: the people most qualified to teach casualty care under fire are the people who have delivered it. DEVGRPTAC exists to close the gap between classroom medicine and combat reality — training warfighters, law enforcement officers, first responders, and responsible civilians to keep casualties alive in the worst minutes of their lives.
We are a Texas-based small business delivering training on-site at military installations, agency facilities, and departments nationwide through mobile training teams. Every course follows current Committee on Tactical Combat Casualty Care (CoTCCC) guidelines and Joint Trauma System clinical practice guidelines, with physician medical direction on every engagement.
Dr. Sholty’s path to tactical medicine began as a U.S. Navy Hospital Corpsman, where he learned casualty care the way it can only truly be learned — with real casualties, austere conditions, and no backup coming. After his naval service he earned his medical degree, completed residency training in Family Medicine, and built a career spanning emergency medicine, flight paramedicine, and rural critical-access care.
That combination — enlisted combat medicine at the deck-plate level and physician-grade clinical judgment — is DEVGRPTAC’s core differentiator. Students aren’t taught from a slide deck; they’re trained by someone who has worked both ends of the casualty chain.

DEVGRPTAC’s long-term vision is a dedicated large-acreage austere training facility in Texas — integrating live-fire trauma lanes, extended prolonged-field-care scenarios, and on-site billeting to support multi-day resident courses for military and law-enforcement customers. Until that facility comes online, all training is delivered by mobile training teams at customer locations, so our customers never wait on our real estate.
